The Indonesian government faced serious challenges following the kidnapping of New Zealand pilot Phillip Mehrtens by armed groups (
separatist group) in Papua in early 2023. To resolve this crisis, the government prioritized a peaceful approach through communication with local leaders and diplomacy, although the situation on the ground was complex and often required military action.

Liberation Strategy
Peaceful Approach
- Engage Community Leaders:
  • Establish dialogue with influential community leaders to foster communication and understanding with groups involved in hostage-taking. This approach aims to build trust and create pathways for negotiation, ultimately seeking a peaceful resolution.
Law Enforcement
- Selective Military Operations:
  • Implement targeted military operations and law enforcement actions against separatist groups. These operations should be carefully planned to minimize civilian casualties and focus on dismantling the organizational structure of the separatists while maintaining public safety.
Social Approach
- Improve Community Welfare:
  • Invest in community development programs aimed at enhancing the welfare of local populations. By addressing economic, educational, and social needs, the strategy seeks to reduce the support for separatist movements, thereby undermining their influence and recruitment capabilities.

This structured strategy combines peaceful engagement, law enforcement, and social improvement to create a comprehensive approach to addressing the challenges posed by hostage-taking and separatist groups. The government is trying to enforce the law without ignoring human rights, in the hope that the conflict in Papua can be resolved thoroughly.
